How is Telangana leveraging digital technologies to enhance public service delivery and governance?

A

Our Meeseva network which currently operates around 5,000 centres will expand by an additional 1,000 centres, equipped with advanced digital tech, offering over 500 government services more efficiently. We will introduce digital kiosks utilising IoT [internet of things], biometrics and analytics for faster and accurate service delivery. A super app will provide a unified platform for various services, from transportation to G2C [government to citizen] services.

Additionally, we are onboarding over 50 new citizen-centric services onto our G2C platform. We are also launching a unique G2G platform for real-time insights and unified communication for effective governance.

Are there specific policies aimed at attracting global tech companies?

A

We are investing in state-of-the-art facilities and technology parks for both established tech giants and start-ups. Skill development is a priority, with the establishment of a world skilling school and a global digital university, focusing on advanced fields like quantum computing, IoT and cybersecurity. New centres of excellence [CoEs] will drive technological advancements and deep tech training in AI [artificial intelligence], ML [machine learning] and data science. These initiatives reflect our vision to bolster IT sector growth and attract global tech companies.

How are emerging technologies being integrated into urban planning and infrastructure?

A

Telangana is adopting smart, safe and sustainable urban development, with Hyderabad at the centre. We are developing two smart cities, integrating technologies to enhance urban planning and infrastructure. Our strategy includes intelligent traffic systems, AI-driven data analytics, AI-based biometric workforce solutions and digital twins for urban planning. We are identifying deep tech use cases in healthcare, agriculture and urban planning.

A business intelligence platform will streamline G2G services, fostering greater transparency and coordination.

With the rapid evolution of technology, how is the state addressing the skill gap?

A

We are establishing a globally standardised young India skilling university to equip undergraduates with critical skills for the evolving industry. A global digital university will focus on advanced fields like quantum computing, IoT and cybersecurity. New CoEs will drive innovation and research. Our programmes, such as ‘AI to Grassroots’ and ‘Telangana Future 100’, aim to train future leaders from rural areas in niche skills essential for the tech landscape of tomorrow.

How is the government supporting innovation and entrepreneurship? Are there specific programmes for start-ups?

A

Telangana is emerging as a hub for innovation and entrepreneurship, with over 6,000 start-ups registered with DPIIT [Department for Promotion of Industry and Internal Trade], with the overall number estimated to exceed 10,000. We are supporting growth through incubators, accelerators and CoEs. We have opened a large CoE for AI, housing over 100 AI tech start-ups. We are driving skill development initiatives and collaboration programmes with industry partners to nurture talent and deliver advanced prototypes for digital transformation.

What steps are being taken to enhance cybersecurity measures?

A

While data privacy is managed at the central level, Telangana is committed to robust cybersecurity measures. We are developing frameworks for citizen education, real-time breach monitoring and securing G2G applications. Our cybercrime investigation force is being strengthened with the latest technology.

Could you discuss the role of public-private partnerships (PPPs) in the state’s development agenda?

A

PPPs are crucial in Telangana's development agenda, driving advancements in infrastructure, healthcare and other sectors. We engage in various PPP models, including build-operate-transfer arrangements and collaborative R&D [research and development] projects. These partnerships facilitate state-of-the-art infrastructure, enhance healthcare services and contribute to talent capacity building.

What initiatives are being pursued to promote sustainability within the IT sector and beyond?

A

We are investing in renewable energy sources like solar and wind power to minimise environmental impact. By emphasising green technologies and leveraging public-private partnerships, Telangana is committed to advancing sustainability and integrating green practices into development plans.
